It'll be referring to the overall diameter of the pad so these should fit your Backing Plate.

Double check with the Supplier as they'll be able to tell you for certain.

Don't know about the product in question I'm afraid but since I've started cleaning the insides of the windows with 50/50 IPA/Water I've never had any misting issues.
